I don't get the 'strong recruiter' label at all

Why do you think he's a strong recruiter ? He's old. He won with the previous coach's recruits his last 2 college coaching stops (not counting Idaho since he was only there a year), and his teams got worse with his recruits. That doesn't sound like a strong recruiter to me.
