thing was the change in land policy after Jefferson bought the LA purchase. The Homestead Act was in play for a long time and then disbanded. It would probably be a good policy given the current state of technology to reinstate the Homestead Act and populate the Western States in places other than the metro areas. What they have done in place of that is guarantee home loans for rural communities....but only for low income.
