Last year, BYU had 5 guys on scholarship who didn't count against the 85 limit since they were lost for the season. The coaches have more insight into the status of certain players (like Sam Lee for example).

Alternatively, they may just be counting on season-ending injuries in fall camp, although that seems like a risky way to go.
