Inactives attend less than once per year
Less actives attend at least once a year but less than once a quarter
Actives attend at least once a quarter. Of course you have to be more active than that to get a TR, but at least that's how the Church counts how many active members are in a ward.

I'm sure all of this is completely untrue and based on someone's personal definition, but it's just what I was taught.
