IMO, people shouldn't fiddle with the tasks. Let Android manage the kills.
Everybody I know who has concerned themselves with killing apps has ended up with bigger problems. Just leave them alone. They aren't doing nearly the harm people assume when they stay "open" in the background.

If I was going to do something to a Samsung device to try and free up resources, I would jail break it and then install the most vanilla Android version I could. Bloat/Crap Ware has been a huge problem on the few Samsung devices I've used. My Galaxy S became unusable because the permanent CrapWare updated and exceeded the RAM.

A Nexus or Google Play Edition avoids so many problems. On the cheap end, by brother just bought a Moto G for $180 and I have been pretty impressed with it. It is not the Google Play Edition, but it is still a very "clean" implementation of Android.
