I would say Utah County. 30 years ago my answer would have been SLC. Now, there is nothing in SLC that you can't find in Utah County.
There's all manner of dining/shopping options and you have BYU events close by, both sporting and cultural. If you're an outdoorsman, getting into the mountains is just as easy from Orem as from Sandy.
