Look, I have no problem saying that Utah was slightly better than BYU during the BCS era. The Utes went to 2 BCS games, had a better bowl record, and were 10-6 in the H2H matchup during that period of time. BYU had more overall wins (with a slightly harder average SOS, according to Sagarin...58 compared to 60 for the Utes), finished ranked more times than the Utes, and also went to more bowl games than the Utes in that era.
But it's important to remember that the BCS era contained the best period of time in Utah football history (2003-2010), while it contained one of the worst for BYU (2002-2005), and a couple of really mediocre periods (1998-2000 and 2010-2013).
Basically, BYU's mediocre was equivalent to Utah's best, with the notable exception of the 2 BCS wins for Utah, which is a great accomplishment. However, that does not make Utah the dominant program in the state. The fact that national media have BYU ranked higher than Utah, that BYU had 3x the viewership than Utah last year (even though BYU is a supposed "mid-major"), and that BYU was on the major networks twice as much as Utah last year tells me who the dominant program in the state.
That, and the fact that a pair of socks at BYU can drive the local media into a frenzy, while 99 infractions at Utah is barely even mentioned. Don't kid yourself, son...BYU has always, and will continue to be, king of the state.
