Our setup was similar. We would only have about 15 min of "LIVE" football each practice. The rest wasn't "touch football", rather it usually meant that you don't take the player all the way to the ground when tackling. Don't get me wrong, lots of people went to the ground on every play but they didn't have somebody got the extra mile by jumping on top.
Any coach who has lost a star player to injury from a full-contact practice already complies with this? In other words, any coach that has coached longer than 2 years...
