Yes...if you get the Surface Pro devices, they're full laptops in terms of specs
I use Excel, PowerPoint, Word, OneNote, and other more power-hungry programs for data analysis without any hiccups. I can't speak to the RT version; I wouldn't personally go that route.
With 8GB of RAM and a SSD hard drive, you'll have no trouble working on a large Excel file.
