I wouldn't mind playing both every year
I would throw SDSU in there too, just to cover TX, CA & FL for recruiting purposes. Starting every year with the following on the schedule wouldn't be bad:
Utah
Boise State
Utah State
UCF
SDSU
Houston
Especially with late season scheduling needs, this would be pretty good. Then Tom can focus primarily on P5 opponents.
