You must have seen the one in a million times (were they a cruise sponsored excursion?) The examples of people being left are numerous. Until today (your post) I have never heard of someone being let on after the ship closed up and was moving. And I know of many that were left and had to fly to the next port. This happened a couple of times on our 12 day cruise. An expensive lesson to learn.
