When I fished Alaska we checked the frozen fish as luggage in a box
And out dry ice in to keep it cold while not having the water issue. I think it was cheaper to check a 50 LB box of salmon than ship it home. Not sure how TSA handles cooler full of fish, I would think they prefer you freeze the fish and box it with dry ice, mine was pre 9/11 so things may have changed
