In the Big 12's case, there was really no discussion or forethought to the move from 8 to 9 conference games. It really happened almost overnight due to unplanned circumstances.
So, all of them suddenly had a window of 5-10 years (into the 2020s in some cases) of over-booked schedules. They've had to find ways to drop games or negotiate to push them further out.
It's not that they're avoiding BYU. At least some of them would probably be interested in scheduling us. There's just no need or room for most of them to be adding games right now.
