This is more a critique of how families with children act than restaurants

Before an upscale restaurant is ever required to put up such a sign, familes with small children should be considerate enough to know if the restaurant is family friendly. If you are going to bring kids to an upscale restaurant, make sure people on the other side of the restauarant aren't going to notice their presence.
