If ventilation is the issue, then you need to make sure you have enough vents
On the eaves to create an upward draft through the power vents. A lot of times, insulation will fall into the crevices along the eaves and will cover the vents. If your house has baffles then that shouldn't be a problem. But some houses just have insulation sprayed right up to the eaves with no baffles to keep insulation from falling and covering the vents.

An easy fix is to get a leaf blower and blow air up through the eave vent in order to move the insulation away. Otherwise you have to get into the attic and do it by hand.

Anyhow, adding power cents won't do anything unless you have sufficient ventilation along the eves to create a proper draft.

IMO radiant barrier would work so much better but it's more expensive. It's also very difficult to install on Texas homes since they are stick built roof frames rather than trusses. The intricate roof structures makes it hard to cover every inch of the existing attic space. Easy to do when they are constructing the house.
