Of the time. I'm washed up and can still do it. A "tweener" as they call it is a difficult shot but most players can do it. Most players choose not to hit that same shot because of difficulty and honestly because it gives you zero recovery time if the ball is returned especially since the opposing player will always be at the net in those situations.
