I blame the teachers directly
If teachers would stand up against this madness this would never happen. Growing up in Montana in a farming community I distinctly remember a lot of our teachers being from the cities....my 4th and 6th grade teachers came from NYC. They don't understand rural communities and the conservative lifestyle.

They would always pile on the homework which put all the boys at a disadvantage. Boys usually had to do a bunch of chores on their farm after school. After the chores are done you can expect a boy to "pencil whip" his homework so he doesn't cut into the little free time he had. These teachers from the city never understood this.
