There are a couple things at play here and you may be referring to only 1/3
You are kind of only referring to the 4 team playoff - note though this is an increase from the last few years of what some referred to as a 2 team "playoff" in the title game. And yes BYU's chances for the 2 team or new 4 team playoff were always going to be handicapped and seemingly, but not completely, impossible if we had a perfect season (or 2).

The other 2/3 of the equation are the 4 non playoff (semi-final) bowl games each year. There are 6 total (CFP/NY6 games) now when the BCS had 4 total games with the recent (in the last few years) add on of a title game on top of the 4 BCS games.

All 6 games are Rose/Sugar/Fiesta/Orange with new participants Cotton/Peach. Each year 2 of those will be the semi-finals and the other 4 will be the non-playoff NY6 games.

There are no real contracts for Fiesta, Cotton or Peach bowls. There are league/team contracts for both sides of Rose (Pac/B1G), Sugar (SEC/B12) & Orange (ACC/#2 SEC/B1G/ND). Depending on the rotational year of what games are the semi-finals there are varying numbers of at-large teams to fill out the other bowls. They range from as few as 1 to as many as 5 depending on year and with this year being the Rose/Sugar there are between 3-5 (the most of any rotational year) available in the NY6 depending on what teams make the playoffs.

A key for BYU is if they sit between 1-4 in the committees poll at the end of this year they are in the playoffs (period - even if you don't believe they'll reach that high IF they do they are in the playoffs). If they are between 5-7 (and possibly as high as 9) then they will be in a NY6 bowl and there isn't a chance that a lower ranked team that is not a contract or auto-bid team will jump us just because they will sell more beer. In other years there is no chance at 6-9 for a team like BYU but at #5 in any year they would be in a NY6 game...

A lot of what they were talking about was only the contract games and the semi-final playoff games...from what I saw they seemed to be leaving out some of the rest of the criteria for getting into NY6 games or even mentioning that there were more games than before...

A lot more is available for your consumption here:
