Sure, but there is a system in place in NFL (32 teams) and NCAA basketball (300+ teams) that allows everyone an opportunity to participate in the postseason. If you want to go in the same sport, the FCS has 124 teams, yet I believe all conference champions (from the conferences willing to participate) are allowed into the 24 team tournament.
