Look I hate dirty play but I'm guessing Bronco teaches his safeties to knock a receiver into next week so they are tentative next time a pass is thrown their way

Spearing has always been a personal foul. This stupid rule is way too subjective because helmet to helmet contact happens all game and many times inadvertently. This means refs get to decide who gets to play and who sits
