ticket prices because they choose to spend discretionary income in other ways.
It really hasn't outstripped the local economy. The fact is BYU tickets are probably still underpriced for the market. The performance for last few years may have suppressed demand a bit, but dropping ticket prices will likely decrease overall revenue.
