Like I said, I have heard this used in a different context as well and I guess i just struck a chord. For example, I am on the board here for a private school and we have struggled to keep enrollment up. A few members of the board were strongly advocating that the best way to get enrollment up was to expand the school and add another building, the whole "build it and they will come" approach, which was a real headscratcher to me.

Anyway, no biggie.
