Not really necessary. I have cut the membrane off of ribs once and cooked
several other sets of ribs without bothering to remove the membrane. I can't say that I necessarily noticed the difference. Maybe if I cooked up rack of each and set them side by side and taste tested, it might.

Don't fret too much if you don't seem to get anything off.
