I think some of the Church's strategy is to actually get people to move away from Utah. The decision to make a really good accounting and law school about 50 years ago was to get people to go out and have a major influence on business and finance throughout the U.S. By having good pre-med and pre-dental programs, but not the school themselves, it promotes getting these highly motivated people out to major schools and influential position afterward.
