In the early 80s BYU received an offer of a donation that would have been the

largest ever received (up to that point) to found a Med School, and it was enough to get the ball rolling. Concerns from the Church/BYU side killed the offer.

The rational is simply the Church really does try hard to say away from the strings attached to government funding.
