That's about average for a BYU game. There's several things to factor into TV
ratings. First, what channel it's on. Second, what day and what time of day it's on. Third, who is playing in the game. And fourth, what other games are on at the same time.

UConn was on a Friday, and UConn doesn't have very many fans.
Texas was a prime team on a prime day during a prime time slot, but was relegated to FS1 and was up against both ND-Michigan and VT-tOSU.
Houston is not a national draw, was a little late start, and was up against an NFL game.
UVA is not a national draw, but this was by far our best combined time slot and channel of the independent era. Can't ask for much better than a 3:30 EST Saturday game on ESPN. It was up against Bama-UF and that Michigan game on ABC. However, if the Texas game had been a 3:30 Saturday ESPN game, it would have gotten huge ratings.


When you look at all the factors, the ratings have actually been pretty good.
