The deep ball is only a viable option when the defense has to defend the short
stuff too. When the defense can play a cover 3 or cover 4 just to prevent a 30 yard gain, the chances of getting sacked (requires more time to get open downfield) or throwing an INT increase drastically. Draws and screens are a safe call that also have a slight chance of turning into a big gain. You'll usually gain 10-15 yards on a draw play when it's 3rd and forever (that time we didn't). As others have stated, it's about field position and playing it safe. You'll rarely see a team throw a bomb on 3rd and 30 when they are deep into their own territory. Not worth the risk.
