Critics generally like the third book the best. I'll admit that I agree.
I was trying to find an article I read, but couldn't. It explored this situation where critics like The Mocking Jay, but readers not so much. I'm not sure why there's a disconnect there, but I agree with the critics. I thought it was the best book of the three and offered the best critique of fascism: that you have to be careful who you align with to overthrow a fascist because there's a good chance they are fascist as well.
