There may be some action taken by Congress or the Senate. Most of the schools are state run and both national and state politicians can force inclusion. It sounds simple for the PAC12 to say they won't play certain schools but Utah legislators could certainly make Utah play Utah State if they choose to do so. I think the anti trust stuff would simply need to be brought up at some senate hearings, and as in the past, the big boys would have to make some concessions.
