Two things. Some very desperate people extract the unused tobacco.
Also tokers cut off the butts and roll MJ and other drugs and tape/glue them to the ends so it looks like a regular pack of cigs.
I've even seen the butts be attached to crack pipes put in a cig pack so it looks like a regular cig.
Doesn't anyone watch the reruns of COPS anymore?
