Have you put her to the tongue test?
Make her show you her tongue so you can see if she's lying. It is amazing how effective that one is. You can call her on her lies and keep at it until she tells you the truth. Works up to about age six.
Make sure you reinforce the necessity to tell the truth. Not with anger but with firmness.
