in some provo neighborhoods near LES they save parking spots in front of homes

not sure if they are saving these spots for friends or if they intend to save them until right before kickoff and then charge a higher rate for parking. Or maybe they simply don't want cars parking in front of their house. But aren't those spots public not private? Do homeowners really have the right to fence off the space in front of their homes on the curb?
