I believe only 8 (Young) and 14 (Nielsen and Detmer) are retired
Other retired jerseys aren't prohibited from being worn again. The honor is basically having your jersey on display in the stadium and having that recognition, not that no one can ever wear it again.
Personally, I wouldn't have a problem with 8, 14 and 9 being worn again. With 105 players on the roster and only 99 numbers, makes sense to not reduce that number any more IMO.
