You believe wrong. Those jersey are retired. The only #s retired are Eldon
Fortie's #40 (for being first all-american) and Marion Probert's #81 (killed in a plane crash). These are the only numbers that can't be issued.
8, 14 and (now) 9 are retired "jerseys" and can be issued, but Bronco's policy is not to issue them.
