As of the past 5 years at least, Utah has taken a shotgun approach to recruiting
They offer 150 guys each year figuring at least a few of them will commit. This explains why they go ahead and offer right after BYU has made an offer. An offer means nothing to them, and if BYU has done the work and found a gem then they generally trust that he'd be good enough for them, too.
