BYU get's almost no pass rush with 4 or less players, watch any of the last 4 games for proof. No pass rush means pitch and catch and easy completions. What is Howell supposed to do? He's tried blitzing 5 or 6, and opposing offenses simply throw to RBs and TEs running routes occupying the space in the zone freed by the blitzing player, and in many cases BYU still doesn't get sufficient pressure to disrupt the QB. Howell can drop back 8 into coverage and their QB has all day for more pitch and catch. If you have real examples feel free to prove me wrong, but there is plenty of evidence on the field that Howell is trying all sorts of schemes to no avail.
