If true, was understandable back in 2005. Not as much now.
Coming off Crowton era, it had to be a focus. So many off field issues that had to be corrected, and the BoT does not want guys who will embarrass BYU.

Now that the Bronco 'culture' is in place, they have ventured out more, but still go after guys who can make it all BYU as a high priority. Does no one any good when several kids a year get kicked out for HC issues. Just puts big holes in recruiting classes.

Tough balance and trade off, but BYU needs to take a few more risks to get some better athletes on the field.
