Yes, I think teams hire coaches without them previousing attending camps
When a good OC is hired away to be a new head coach for another team in December, teams often want to find a replacement fairly soon to help solidify recruiting. Does that mean that you hire someone blindly? No. But it doesn't mean that you must limit your pool to coaches who have participated in your summer camps.

Take Jeremy Pruitt (DC at Georgia), for example. He was a DB coach at Alabama, was hired as FSU's defensive coordinator, and is now Georgia's DC. Did the coaches who hired him know him? Absolutely. But was FSU's defensive coordinator helping to run Georgia's summer football camps when he was the DC at FSU? Maybe. But I doubt it.

If Bronco decides to hire another coordinator at some point, I don't mind if selects someone who has previously helped coach at a BYU summer football camp. But it sure seems to limit his options.
