Are you looking to make money via monthly rentals or simply at the time of sale? To rent to families instead of students? To stop rentals in your neighborhood altogether? To stop outsiders from being landlords in your neighborhood, but have neighborhood insiders be landlords?
It sounds like you've got a lot of chefs in the kitchen, and no one's got a recipe. My advice would be figure out if you want to do this on your own, and possibly hire out some of the services to people in your neighborhood. Otherwise, this sounds a little too precarious.
