(Speculation) I really think that Howell was getting offers from other schools
and Bronco had to give him a bigger "title" to keep him because he couldn't give him more pay.
As has been discussed (and proven), on the board many times, Howell did a great job with BYU's secondary. I think that he'll eventually be a good coach (similar to how Brian Johnson will probably end up as a good coach), but he was promoted too early.
