Effective is the key word here.

and if one wants the program to be better it is better to be effective. Derek's letter has seemed to rally the troops supporting Bronco, let those opposed to Bronco know they have an ally, and basically contributed to the divisiveness. I'm not persuaded that is an effective ploy when dealing with the BYU administration
