Outside of Utah people don't have the Utes to deal with, and so perhaps that comparison doesn't exist as much. I think oftentimes people in larger numbers will get each other more riled up over stuff like this. On the outskirts there aren't enough people to have the "mob mentality." Then again, if your experience is opposite of mine, then perhaps this theory isn't accurate at all.
