I think I would have to go with China. Things aren't great there, but as far as I know it's a lot safer there than in Saudi Arabia. My kids would go to the international school in Xi'an (http://www.xianinternationalschool.com/) to give them a good education in their native language, and the language that is the most important in the world. They would also likely learn Chinese, a very useful language, just because they live there and would probably study it in school.
