let's say we're in the Big 12. Why would someone pass on playing at Texas or OK to play for BYU? Perhaps we can interest the kids who would otherwise play at Kansas but do we want the kids whose best option is Kansas? What's the draw that isn't already there at the other B12 schools? Maybe there are kids that want to play in conference that would come but I don't think it would have a greater same draw by default. Maybe you're suggesting we'd get kids who like the idea of playing Texas, OK, etc. every year. Maybe. I'm not sure that a BYU B12 schedule would be that much better than some years - afterall, we'd end up playing Kansas and some other bottom-feeder B12 teams every year, too (I have nothing against Kansas - just picking on them for ease right now).

it would certainly help to have a conference championship to play in, plus a tie to a bowl game if BYU did well in conference.
