Hire someone who can be the face of the program but who understands that his coordinators will run the show. Make the non-LDS coordinators the highest paid assistants in college football. Allow them to train their assistants and hope that BYU can rebuild a coaching pipeline instead of the current coaching graveyard.

If BYU starts paying ABOVE market for coordinator positions, it will have several very well-qualified candidates.
