I represent property managers and apartment complexes
and emotional support animals do require a note from a doctor or psychologist/psychiatrist. They are still animals in the sense of the word where a support dog is not seen as an animal but as a mechanical device akin to a hearing aid or walker.

I've defeated many tenants complaints to HUD re emotional support animals and animal bans in a signed lease.
