My father used to say, John Stockton is the best pure point guard in NBA history
Furthermore (according to my dad), Magic Johnson wasn't really a point guard (even though he played the point every game of his career except for 1 game in the NBA finals). Apparently you must be short to be a "pure" point guard. The obvious fact born out by all statistical measures (season ave, not longer career stats) and championships (Magic won High School, college and NBA titles; Stockton had none) proves that Magic was waaaaaay better than Stockton. Sorry, I couldn't resist the diversion.

In college, a QB that can run is more valuable in every type of offense. Stewart would need to be a whole lot better at passing than Hill to make up for the cavernous gap in their running ability.
