We got our son and daughter phones at around 13. Depends on activities and such

But we had them get iPhones so we could use find friends, and other tracking apps. Also disabled Safari, Etc we installed K9 browser, we keep full control of installing apps etc. Has worked great so far...plus it works wonders when threatening to take phones away if they don't shape up.
