Both dealers and car buyers have their log-ins. Buyers sign a contract to buy from the lowest bidder for the pre-selected car they are seeking. Winner dealer contracted to sell for winning price. Yada yada yada. 1 hour long auction limit with various auctions happening throughout each day. So say 5 dealers are all competing to sell you a 2015 Honda Civic. They can see lower prices submitted by their competitors but can't see who submitted the price. Auction ends in an hour and buyer gets lowest prices submitted.
