So, what does it say when the department manager says his system is working

perfectly? What happens when the manager is so "blue goggled" that he confuses expectations (what the admins/donors/fans expect), fantasy (what management THINKS he is delivering), and reality (what management is REALLY delivering).

HMMMM...This isn't rocket science.
